The rates are cheaper than a US carrier charges for international roaming, but not as cheap as a local phone. You have 2 options: pre paid rates and post (contract) rates. I recommend you to buy a phone on your arrival, it could cost you like U$20 and you have that amount in outgoing calls, it will be like 120 minutes.
